Parental Authorisation Required for Children Travelling Out of the Country

Effective January 15, 2017, every minor child residing in France and travelling out of the country without legal guardian will need to carry an Authorization to leave the territory (Autorisation de sortie du territoire, AST).
The law dated June 3, 2016 restores authorization to leave the country for every child travelling abroad without a parent or a person who has parental authority, regardless of their nationality and even for travels within the Schengen area.
This also applies to minor pupils or students crossing borders daily to study in a neighboring country (e.g. Germany, Switzerland).
Practice
In addition to the passport or ID card and visa where applicable, the travelling child will need to carry along the following documents at the French border :
- Copy of parent / legal guardian’s passport / ID card (for French or EU nationals only) / French residence permit
- Authorization form duly completed and signed, reference CERFA n°15646*01
AST can be valid for up to 1 year from signature.
Context
This law was issued in the general context of radicalization of minor children and aims at preventing them from reaching countries such as Syria or Iraq and joining the Islamic State.
Originally, this law targeted « Jihad’s children » only but in practice, it regards every minor child residing in France, no matter the nationality or the destination.
